Official Community Plan Housing Policy Update

We acknowledge that we are on the traditional, ancestral and unceded territory of the Squamish Nation, Tsleil-Waututh Nation and Musqueam Nation. Housing Refresh 2025

To meet new Provincial requirements, the District is preparing to update the housing sections of its Official Community Plan (OCP) based on the 2024 Interim Housing Needs Report.



July 2025 Update

Thank you to all who participated in the survey from March 31 to May 5, 2025. We received ~630 survey responses containing helpful input about the types of housing you would like to see in West Vancouver and strategies to enable it. Staff have prepared a summary of this feedback, which was received by Council at its regular meeting on July 7, 2025:

Council Report & Engagement Summary


Since time of engagement, the District of West Vancouver has received a letter from the Ministry of Housing with a list of intended land use directives. More information, including the letter from the Province and the District’s response, can be found on the Provincial Housing Targets web page.

Pending issuance of the anticipated directives, staff will report to Council on any implications for the 2025 OCP Housing Policy Update (and other related planning work).



New Provincial Requirements

In 2023, the Province amended the Local Government Act (LGA), requiring local governments to review their OCPs to ensure that they accommodate the 20-year total housing needs identified in the most recent Housing Needs Report (HNR). In December 2024, the District published its Interim HNR using provincial methodologies and data, identifying a gap of approximately 900 units between the current OCP’s housing capacity and the community’s 20-year housing needs. The housing policies in the OCP must be amended by December 31, 2025, to comply with Provincial legislation. While provincially-mandated, this process presents an opportunity to work with the community on refreshing our housing policies to better support West Vancouver’s existing and future needs.
