Phase 3 RefineHSB Community Survey online between June 29 & August 16
This District would like to take this opportunity to thank the hundreds of people who participated in Phases 1 and 2 of the Horseshoe Bay LAP process. We are pleased to let you know that this community planning process will be moving to Phase 3, RefineHSB. We have adjusted our approach to public engagement so that it takes precautions to protect the health and safety of public and staff, while allowing the community to continue to shape the future of their village.

The Horseshoe Bay LAP remains a top priority for Council. Over the coming weeks, District staff will be inviting you to participate using online engagement tools, and asking you to reach out to us through various means of communication. We want to maintain the positive momentum of this community planning process to date and ensure your voices are still heard.

In the interest of participant safety and comfort, we are offering alternatives to in-person engagement. Rest assured that staff are available and wanting to connect with all who wish to participate—either virtually, by email, or by telephone.

RefineHSB Survey

A RefineHSB survey will be available online from Monday, June 29 to Sunday, August 16. We are asking you to use this survey to provide your input on the foundations of the LAP.

To review and consider the foundations in advance of taking the survey a booklet of the survey is available below and can also be found in the document library.

RefineHSB VirtualChat

We will also be offering video conferences, called RefineHSB VirtualChat, for the community to discuss their ideas with staff and each other about the online survey and the proposed LAP foundations.

Creating a Local Area Plan for Horseshoe Bay

Horseshoe Bay, located at the western tip of West Vancouver, is a unique seaside neighbourhood sloping down to a commercial village situated along the waterfront. Its marine commercial character, casual ambiance, visitor attractions, and position as “Mile Zero” of the Sea-to-Sky Highway and “gateway” to Howe Sound provide the setting for a waterfront neighbourhood, village and destination frequented year-round by visitors and tourists.

At its meeting on March 11, 2019, Council directed staff to commence the Horseshoe Bay Local Area Plan (LAP) process to create a new LAP for the area in accordance with an approved Terms of Reference. Please see the Document Library located on the right for a copy of the Council Report and Terms of Reference.

Part of the Official Community Plan

The Horseshoe Bay LAP preparation process will involve working with local stakeholders and the community on issues and opportunities in a contextually-sensitive manner.

As the LAP will become part of the Official Community Plan (OCP), the preparation of the LAP will also consider neighbourhood-level responses to the District-wide objectives and policies identified in the OCP.

They represent the key directions that could guide gradual, incremental change over the coming decades. We want to hear your thoughts about these foundations to help refine them for the Horseshoe Bay LAP in Phase 4.

    This survey has a series of questions and will take you approximately 20 minutes to complete. Please ensure that you double-check your answers before moving to the next page, as you cannot return once you have reached the end of the survey. To review and consider the foundations in advance of taking the survey a booklet (of the survey) is available and can be found here or in the document library. The survey period is between June 29 to August 16 (inclusive), so please kindly submit your survey response before the deadline.
