Implementing the Horseshoe Bay Local Area Plan (LAP)
The adoption of the Horseshoe Bay Local Area Plan and Design Guidelines initiates staff to prepare subsequent neighbourhood zoning amendments which will be brought forward for Council's consideration later in the year.
November 2021 update
The next step in the implementation of the LAP is underway. Zoning updates that will enable missing middle forms of ground-oriented housing, allowing infill, multiplex, and row house as supported by the LAP will be considered by Council at their November 8, 2021 meeting.

Adoption of the Horseshoe Bay Local Area Plan
After four phases of engagement, including over 50 community events and meetings, and a review process that included approximately 6,000 instances of engagement, the Horseshoe Bay Local Area Plan and Design Guidelines were adopted by Council on June 1, 2021.
We wish to thank everyone who participated in this process. Your input is meaningful and helped to shape the future of Horseshoe Bay.

Thank you to those who participated in the ImagineHSB visioning workshops!
We heard a lot of positive feedback about the events and hundreds of great ideas were generated through the workshops on May 29, June 4 and June 8, 2019.
Staff will now carefully review all public input to present to Council and seek directions on next steps.

Creating a local area plan for Horseshoe Bay
Horseshoe Bay, located at the western tip of West Vancouver, is a unique seaside neighbourhood sloping down to a commercial village situated along the waterfront. Its marine commercial character, casual ambiance, visitor attractions, and position as “Mile Zero” of the Sea-to-Sky Highway and “gateway” to Howe Sound provide the setting for a waterfront neighbourhood, village and destination frequented year-round by visitors and tourists.
At its meeting on March 11, 2019, Council directed staff to commence the Horseshoe Bay Local Area Plan (LAP) process to create a new LAP for the area in accordance with an approved Terms of Reference. Please see the Document Library located on the right for a copy of the Council Report and Terms of Reference.
Part of the Official Community Plan
The Horseshoe Bay LAP preparation process will involve working with local stakeholders and the community on issues and opportunities in a contextually-sensitive manner.
If adopted the LAP will become part of the Official Community Plan (OCP). The preparation of the LAP will also consider neighbourhood-level responses to the District-wide objectives and policies identified in the OCP.

The District is working to revitalize Horseshoe Bay Park and create a gathering space for residents and visitors alike. The goal is to create a free-flowing connected park space from the Horseshoe Bay Pier all the way to the BC Ferries terminal.
